West Virginia Lottery drawings for Daily 3, Daily 4, and Cash 25 are conducted, without the use of a random number generator or other electronic device.
The WV Department of Weights and Measures tests each ball for uniform weight and size. This, along with multiple pre-tests and post-tests, assures the randomness of each drawing.
Drawing personnel begin the process of completing the Lottery’s detailed drawing procedures at approximately 5 PM, two hours before the 60-minute live drawing. They complete their work at approximately 7:30 PM, following post-tests, affirmation of forms by an independent auditor and the placement of numbered seals on all ball cases and locked equipment.
The Lottery’s computer system is locked 10 minutes prior to every drawing, preventing any further plays. An independent auditor, along with at least six other people, including security officers, an event manager, and on-air talent, confirm the numbers drawn and communicate via passwords those numbers to the Lottery’s computer operators, so the numbers can be placed in the central computer system for payouts by licensed retailers.
