First Random Acts of Lottery Winner Announced

CHARLESTON, W.Va. - West Virginia Lottery Director John Musgrave announced the winner of the first West Virginia Lottery Random Acts of Lottery drawing today. The winner, selected by random drawing, was Shaquan Taylor of Charleston.

Shaquan nominated her younger sister, Keiana Stokes, as her random act of kindness recipient.

"I would pay off my sister's college tuition," Shaquan wrote in her entry. "She is studying for a career as a medical assistant at West Virginia Junior College. It will be hard for my mother and I to help my sister pay her student loans beacuse we have back bills of our own to pay and it will be years before my sister could pay them off. Her dream is to be a medical assistant and that's why if I am blessed to win, I would pay off her college loans."

Shaquan and her sister were surprised by the Lottery yesterday with the good news and you can see video of those special moments online at

https://www.facebook.com/WVLottery. Shaquan received $10,000 for making the nomination and her sister received $25,000 to pay of her student loans.

The Lottery will randomly select three more submissions entered via the campaign microsite at www.RandomActsofLottery.com, and award the winning persons making the submission with a cash prize of $10,000, and provide up to $25,000 to the nominated individuals to fulfill their act of kindness in the coming months. To enter, a player must submit the serial code off of a West Virginia Lottery online game ticket and their random act nominee online at the microsite.

In addition to the ideas submitted by Lottery players, the West Virginia Lottery will be carrying out its own Random Acts of Lottery in various cities across West Virginia. These Acts will include various “gifts” at Lottery retail locations around the state. So far, Random Acts have included helping an animal shelter in Greenbrier County, a food pantry in Charleston, buying gas for customers at a store in Beckley and others.
